so when you picked up his tp you had to wait like 25 seconds to use it again, 45 if it was broken by enemy team, now you dont have to wait and can instantly use it again, i BELIEVE

Nah it just means he takes his gun out instantly. This way if he tps 5 meters away like his current range he will be able to fight back instead of waiting 14 seconds to take his gun out.
