no, rito. buff cypher first. harbor is fine, people just can't be assed to learn a new agent if it's not fucking overpowered beyond infinity like chamber or fade.
Make harbor have 4 of those bullet proof orbs and also make them unbreakabke
-2 Bullet Proof Smokes + Even if you break the 🛡️ of that smoke,it still should last upto 12 seconds. -Water Wall recharges in every 25 seconds.
