they still had an igl. they didnt have a natural igl, but the role was always defined, it may have been shifted from time to time. but at every point there was a fixed igl.
and liquid didnt do that well, probably ever. they had the strongest firepower in the pre franchise era (prx also have good fp), that was what carried them to international events. if you want mediocre success like liquid, then sure yeah....

what are you on, this a very common strat that atleast half of the teams follow. and you generally dont need 15 teams to scrim against. you can pick for example bleed from tier 2 and practice with them for most of your games.

take fnatic for example. they follow this strategy , and have been doing this since their inception(sumn fc)

they never play teams that they have to play in the near future (1 month). but there are huge no. of teams in tier 2 that are good.
boaster especially says how good the tier 2 turkish teams are. their strats arent polished, but they have heavy aggression, as in they take duels boldy and have the best aim(in general) in probably the entire world

this gives them enough practice. honestly i also thought the same as you, as you never get to actually test your strats out. but having been following fnatic, i have learned that , thats not necessary. i dont play with them so i will never know what exactly helps, but one thing is for sure, not playing other t1 teams is quite common
