i think you need a citizenship for a country in said region (ie japan, korea, etc for apac, america, canada, etc for americas and so on) as explained by #3.

i mean i see why'd they want to implement this rule considering if a team has no one good from their region to scout they can just build an international super team. regions wouldn't really be THAT defined if this rule wasn't a thing
