Tbh it does, one stand out team or something similair and your whole region gets a slot. For example imagine EMEA has a finalist and 2 quarter final teams but they lose in funals, they are still by fsr the best region then and should get +1 slot.
Not having a direct slot through one tizrnament win is fine, the real problem is how they distributed the slots

Giving an extra slot to the region that performed best over the whole year would be a better way but thats impossible with 2 Masters
