Two stages: First Swiss stage, Second Playoffs (probably lower+upper bracket format)
#2, and #3 of each region qualify for the Swiss stage
#1 qualifies directly for playoffs
4 teams will make the playoffs from the Swiss stage.
Based on a random draw, the #1 team in playoffs will choose their opponents from the Swiss stage. So the first team from the random draw has 4 options to pick from, the second has 3, and the third has 2 options.
because one of them will still qualify for Shanghai and is an equal candidate for the trophy. Just an upper + lower brackets format.
if so the team that reaches the lower bracket will never have the chance to be #1.
Apart from picking their opponents, they directly qualify for playoffs skipping the Swiss stage (which is a great opportunity in my opinion).
