To use your example you point at a guy and say "yep, he most likely (90%) deserves death penalty"
But you ge tinvolved by saying that he's most likely is guilty
Like, you say it's better to not have an opinion, but in the end you hint that the allegations are most likely accurate. And you cant use stats like that.

Sounds kinda op so it's gonna have an extra step or condition. Like, the death has to occure in certain location that you will have to determine beforehand. Or you will have to smoke something while cacooned to then appear inside that smoke.
