Not necessarily. If they sign jawgemo, he could just learn to play scan initiator or could go flex and Zellsis plays the role. Jawg is a very versatile player, as long as the chemistry is good it shouldn't be too hard for any of them to learn a new role or agent. That's what they do as pro players.

Different rules for different leagues and regions would be weird. What if a player who turned from 'import' to 'native' status through tier 2 but then got signed to a VCT team? It wouldn't make sense for an already signed VCT pro to not have that same opportunity.
