Not really. Prime neuer finished 3rd in balon dor rankings as a gk in prime Messi and ronaldo Era. He is the pioneer of sweeper keeper role. Some of the best gks currently take inspiration from that(Allison,ederson,onana,maignan etc). Also kahn is top 5 gks ever but neuer is simply the greatest gk to play this game. The only one close to neuer is buffon and maybe casillias. Kahn and cech are below those 3
Nah Prime neuer is best gk ever(haven't watched yashin). Buffon has overall insane longevity but neuer had the best prime of any gk ever. He literally changed how modern gks play
