1. They can't dock pay unless it's explicitly stated in their contract, they are most likely rejecting offers so other teams finalize their roster, which means the players will have no where to go but resign on cheaper deals because they will be released if they don't.
2. There is no problem running "budget" teams as long as they don't hire players and release them before the season. Right now esports is about survival not making people happy.
3. Most benched players would be anyways released since there is no requirement for a 6th man and the org would rather not pay them.

If u truly want to get the most price to performance in my region the 7800xt is about the same price as the 4070 and its vram difference is pretty huge. Of course pricing depends on region.
