because they both have different roles? remember that jett is a duelist and chamber is a sentinel that can get away whenever he wants as long as he has his tp activated and he has a trap. it's like kj and jett at once, reason why kj isn't viable in the pro scene anymore, he literally killed 2 agents at once.. Also, chamber's ult is a fast version of op and has a slow every kill he gets, try to compare it to jett's ult. plus chamber's play is boring.
they both can literally hold the an off angle lol ur talking like chamber has no escape ability. it's just that chamber is boring to watch.
