Just giving them more shit without actually thinking about rhyme or reason is an obvious recipe for disaster.
Chamber and Viper are already very good in their specific double-comps, they don't need buffs, this will break them both again.
Astra recall buff is good with the right numbers. Harbor guaranteed not enough. No Omen nerf, particularly to his smokes recharge and deploy time - utter trolling and shows a complete lack of understanding as to why the controller class is in this state to begin with.
The rest of these changes you have literally given 0 thought and so I will do the same. But, leaning into Pheonix's smoking is the way to buff him further now, not his flashes.

So what you've done here is successful discredit Derke, not so much Kaajak. Coming into a good team and being better than a player some people (not me, for clarity) rate one of the all time greats is still an impressive feat even if the team is a big part of it.

Guy doesn't want to play. Either you've signed someone with no commitment knowing the risks, been unable to fix it and been burned for it, or you've made the team atmosphere so dreadful one of your players is ragequitting the team before your most important match due to stress.
Neither reflects well on the staff, especially not the coaching, and they have such a history of burning up half way through a season with multiple completely different rosters that they've absolutely no leg to stand on over it.

no duelist is pretty much never the best thing you can be running outside of icebox and even there the most viable replacement is Omen who basically just does directly replace Jett stuff but better on the map

Worth trying Waylay and Pheonix but I doubt they're standout good even if they seem okay.
Decay isn't a slow effect, there are much fewer decays than slows and post-buff Viper and Fade made them one-sided for like forever.
Although tbh id be interested to see if Viper could be meta nowadays with two-sided toxins. I don't think it'd be a good change but it'd be interesting.
Don't think they want to make any one-sided slow effects, so you'll probably have to change the effect entirely.
They're not naturally gimmicky, it's just the only instances of them are Viper's locked sentinel-style one and then two stuck on Pheonix and Harbor.
The entry part isn't the issue and is great for fun and viewership. The problem is his smokes got buffed to minimize his deploy time weakness when Astra's stun and suck were completely fucking broken despite his smokes already being better than Astra's even at that time. That and paranoia is the best ability in the game that can also be used reactively with little counterplay.
It's basically just because his downside compared to Brim and Astra was originally supposed to be cross-map deploy time. But they made Astra's stun and suck way too powerful and recharge too fast so she took over. And then for some reason they thought Omen's smokes were the problem??? Early val balancing was a fucking mess tbh.
You need to do both, can't just buff or we'll get double dome smokes meta and Omen will still be everywhere

that's not false but given people insist Derke is goat status despite that (and that he's not properly shown up since cuz sayf is a joke) and Kaajak is on par with an even sometimes outperforming Derke (particularly in regionals), it's still a pretty ridiculous notion to claim that this in any way discredits Kaajak rather than just being copium for Primmie fans.

Paranoia needs a breach charge up so you can't reactively use it at max range, and it probably also needs less duration at the sides.
His smokes also need something again. They're the most recharging AND the most flexible and best handling. They need their old pre-astra worse projectile speed and so worse deploy time at range back at a minimum and may also need a recharge nerf, 30s is too strong when Brim has no recharge, Clove has 40 and Astra has a scarce resource mechanic.

There's a lotta good options, pros will probably overall lean into Viper/Cypher/Yoru/Omen/Scans but there's also a lot of chance to cook for double sentinel, double scan initiator, Neon/Raze/Waylay + Yoru/Pheonix double duelist.
I think it's probably gonna be a bit like modern sunset where double senti and initiator look the strongest overall but everyone plays Viper instead for no reason but i do at least think Viper is actually good and not cope here, unlike sunset, even if she's probably not the strongest option for most teams; who should be leaning into their strengths.
For example, the top 4 of Toronto SHOULD be playing 4 entirely different styles of comps to their strengths on the map: PRX on Raze/Yoru built around Jingg and Something, FNC on Chamber/Vyse for Alfajer and Chronicle, WOL with Spring on Viper, G2 Fade + Sova/Tejo with Jonahp and Trent.
