Make Kickoffs how you conduct split 1/2 meaning half round robins and playoffs.
Then make stage 1 and 2 full round robins. The players want to play more games, the teams want the players to play more games, we want to watch more games, why the fuck are you so adamant about "burnout"? They are not mining coal, they can play two games a week. It won't even mess with the schedule because instead of a game a week, they will play 2 and everything will be fine. This scheduling doesn't let new teams settle in.
