based on my opinion i'll divide it in 4 categories. teams that are 100% getting in , teams that are very likely to get in , teams that are a 50/50 and big orgs that are not very likely to make it

100%= Vitality , fnatic , liquid , G2
very likely= Excel , BDS , Mad lions
50/50= FPX, Navi , Koi ,OG , SMB/BBL /Futbloist , karmine corp and GMB
not very likely= BIG, Acend , Queso , Heretics , Giants and Mouz

Might have missed a good team/big org

and the best replacement would prolly be trexx or Shao but they would not be cheap and doubt guild and fpx would be willing to sell them , another option is something

the thing is that EU teams dont pay that much , tier 1 EU teams pay around 10k and the best players maybe 15k , in the other hand some NA teams pay like 25k , so we could say that NA salaries are close to CSGO salaries but EU are not
