Does Crws and Lenne both igl in some maps? I heard that lenne is the igl, but in some maps he is switched out with surf.

No. Russ isn't considered an import in both emea and apac. However, yes you can chose which region you want to be in.
If you have dual citizenship in both countries then I don't think you will be considered an import (like russ). If you don't have Venezuelan citizenship then you can only play in emea.
