I think that's what they plan to do since they could've just signed a smokes player. However, they are moving Sick to smokes in preparation for Sinatraa to take up the initiator role after his training.

In the report they also said that they did actually prac with sinatraa but prob couldnt get him cuz of the mandatory training and also today is the day where they have to sign kanpeki or zombs will remain for this vct
