Luckily, service like Meta (fb, instagram, whatsapp, etc) or Twitter already registered, so it's like no problem for majority. In other hand, Steam office may be not heard this rules. So yeaah it's blocked because it's not registered in govertment data. You can try to use it with a proxy from another country I think for now.

There’s no RIP here. People can still play ML which is the biggest esport in Indonesia and the one that gets the most investment. The only loss is Dota 2 which is still semi-relevant but it’s becoming a boomer game anyway.
