I think it'd be a waste if riot still doesn't want to do crowded events. I do agree that the first LAN with crowds should be in Japan

Japan are surelly Very organized and trustfull to do this type of events. A respectfull crowd like Japanese would be an excelent First impression to the game.

Is there any reason that they’ve given for still not doing crowds? I.e. Covid or reserving venues in advance

I think its their own personal decision. There are plenty of places where one can hold a crowded event, as many companies even smaller than riot have done. Either they don't feel ready to hande it yet, they don't have enough money located into the live events, they don't want to for moral reasons or something like that
