Almost no countries have mandatory quarantines anymore, so if he tests out, he could make it in time for playoffs

Man are you not reading? It's between two countries and TRAVEL RESTRICTIONS. it has nothing to do with quarantining. International flights have more strict regulations..

can't imagine more strict regulations for flying than having a negative pcr and being vaxxed. i assume he is vaxxed, so if he tests out, he's free to go. same way ropz in csgo's iem kato did
