As someone who lives in Ukraine:
There are a lot of men in queues who wish to be mobilized but there aren't enough guns and equipment to provide them with
Nobody forces anyone to join military, because there are more than enough people available anyway
In fact Russia already lost the war - they didn't take a single big city, they don't have any fuel / food / reinforcements since the whole operation was planned to be finished within 7-14 days, their soldiers are demoralized and don't want to fight themselves, now it's just about how many more ukrainian citizens will die
