there is nothing he does that other agents in parts can't do and give better value overall.
I am perma plat and even plats / golds can one tap while stunned with his signature or ult.
He needs a rework imo.
I loved bullying people with 3 flashes and a stronger aftershock though, old golden days
today I played against a breach and I was surprised at how easy the flashes are to turn and most of the time when a breach stuns you can just walk slightly to the side
you have to be 100m meters away for the flash to not suck balls and even then it's so noisy you can hear it from a mile away, it's amazing how riot think this is a good agent design
