Usually some nerfs of some agents make other agents they counter more powerful
But Riot sucks at balancing, so when they nerf an agent to the ground, another agent becomes broken, and then that agent gets nerfed to the ground…
And the cycle continues, until ts becomes cartoony CS and Clove becomes an agent skin you need to pay 50€ to equip

all the riot devs are like diamond bro, they dont understand or play their own game cuz they know its shit. pro play decides most the nerfs anyways
