for the qualifiers, at least that's what the rules were last season, you could join any of the 3 qualifier no matter if you had 0 russians or turks, I think there was a Turkish team in the EU qualifier this time around as well - Digital Athletics

and about xeta, this specific ruleset only applies to emea, but if something like that came to fruition in na or korea, i think they'd follow the lol example, where players stop counting as imports after playing and residing in the region for 3 years, so xeta would not count as a local player in NA just yet.

say that 3 years would already have passed and he was considered a na local player, and he decided to move back to korea, I think he'd be immediately considered as a local player in korea

But those are rules for the EU qualifiers, you can't apply those to the VRL, I think it would make 0 sense if idk, a group of 5 Spanish persons live in Germany for a couple of years, play there and then they can play in the VRL. I think nationality is what counts

yeah your example is exactly why nationality doesn't count. imagine you move to a country for several years, have perfectly assimilated into their society, and pretty much plan to stay for the rest of your life, you just can't get the citizenship because say it's difficult for foreigners to get a citizenship in the country. and then you simply couldn't participate in a tournament because you are not a citizen. it just doesn't work like that

But that's the countries business, if they say you are not from there yet, you are not from there yet. And you can't know if his plan is to stay there or what, you can't judge by people's intentions, and is not Riots job to do

yes, it's not riot's job, that's why they're not judging whether you are from there, but whether you live there
