it's not common but yeah it is an indian surname. sircar actually means government but is also used to describe someone who has absolute power like ur boss.
there are plenty of surnames in India, yeah some people are surnames Sircar. Sir Car is a good car brand.

No his dad looks like a true Indian, but he has not that skin colour or hair growth. The only thing left is dark hair and eyes but with that he could perfectly be a normal German also
