they would have to move to their respective regional hub cities which is a lot of paper work and a whole bunch of legal shit that just isn't worth it for riot

i aint sure but maybe berlin requires u to be over 18 and then if they change age restriction for a region and not for others

in most countries people under 16 can't sign actual job contracts, this is an issue in traditional sports too, where most talented 15 year olds actually have a pre-contract which binds them to their teams until it actually starts, it's a lot of bureaucracy and paperwork to make an exemption for these underage "workers".
i assume the 13yo competing in fortnite don't outright sign binding contracts? or they are catalogued as one-time performances as entertainers?
underage players would technically not be working because their contract don't obligate them to train/compete, i assume that's a gray-area riot is avoiding.

I think it's more that in Fortnite you can compete at the highest level without being signed to a team, and age only plays a role in accepting the prize, so you need like the parent's approval or something like that
