The game to totally shutdown for 1 month and riot get to fix absolutely everything (including pro matches VCT and Challengers and premier)

or

The game to stay like that and just get empty promises

theres nothing wrong in tier 1 vct so they should keep that running lol why would they stop it
if anything they should've fixed the rest of the issues between the end of champs and the start of the following vct
