Circuit Points Distribution

Hi guys,
I am having trouble seeking into Riot's championship modulation.
In each region there are 12 teams battling against each other. However, it seems Pacific and EMEA have the same point distribution, NA and CN have different ones. This does not seem fair to me. Can someone please explain this to me?

I dont know if and how they are different, but it actually isn't unfair just based on that, since one region can't take the spot of another

NA and China are done with playoffs.
The total points distributed in NA 51.
In China only 50.
Why is that?
Why isn't there a system that works for all regions?

Edit: But there must be a difference in the region itself, right?

The difference in points in each region is due to the fact that Internationals (Masters) give championship points thats not from the regional pool. EDG placed 3rd and G2 placed 2nd, that's why Americas has 1 more point overall. Once Pacific VCT Split 1 is done, you'll see them having the most points prior to Masters Toronto since T1 won Bangkok.
