Rule #1: There cannot be more than 8 teams in S tier; only 2 teams qualify to masters per region, so any team that can't qualify to a masters is not S tier.
Rule #2: There cannot be more than 2 teams from the same region in S tier; only 2 teams qualify to masters per region, so one of the 3 is bound to not make a masters--and is therefore not S tier.
Rule #3: There must be an equal amount of teams both above C tier as below it; means mid teams are actually mid and not just bad

but i agree heavily with rule 1. S tier should be like 4-6 teams max, id only put 1-2 S tier teams tbh
When I make my lists I try and aim for 5 teams in S

well yeah bc by the nature of any game half the teams will be worse than the other half
