no it is what region has the most depth (how bad their top X team is) with some tiebreakers and things
like for example I'd take EMEA's top 6 top to bottom over America's and Pacific's
EMEA: FNC, KC, Navi Vit, Th, Fut
AMER: Sen, LOUD, Nrg, Lev, 100T, Furia/Eg
PAC: GenG, PRX, T1, RRQ, DRX, Talon/TS
