i remember playing CSGO on Asia servers (Tokyo, Singapore, HK) and I remember encountering Russians on all of them tbh. I think Valorant uses the same locations for their servers but they also allow you to select so I think they would only play Tokyo, as they get ~70 ping on Singapore and HK
