the guard was trying to sell their ascension winning roster and either riot blocked them from doing that or there were no buyers.
either way i feel like riot needs to implement a better system of making sure the ascension teams are fully committed to playing in the league and not just selling their spot

Clarify real quick, do you mean guard wanted to sell their roster and sign a different one in franchising. Or do you mean that they were trying to sell the spot itself? Because what we got is that the guard failed to meet a deadline, so, unlucky really.
