I live in SP and i have family from my grandpa side that lives in Nova Iguaçu, my guess is that they don't count crime in the favelas in these stastistics cus they're considered "metropolitan regions".

Nova Iguaçu isn't in Rio de Janeiro city, it's another city, and a dangerous one.

People from others states are always confusing cities from Baixada Fluminense with Rio de Janeiro (the capital) and always attributing crime rates from Baixada Fluminense to the capital.

And they indeed are counting crimes in favelas.
