I think you're overestimating tier 2 a lot. For example Case's coach keeps claiming how they have never been able to beat TH who they regularly pracc against and have gotten 20-3 and similar scores several times. Look at Wolfen, he absolutely smurffed ascension last year and he is not a superstar as we can see

I wathced some MENA streamers and asked them, they all said they played most of the franchised teams and have even scores agaainst some of them

Could be, I just don't have my hopes on tier 2 that high. Apeks being one of the main contenders is not a good signal imo, at the end of the day they are all tier 1 rejects somehow, they all tried out for most franchised teams and did not make it, we need some upcoming talent never seen before
