By proximity neon is not unique as well, wall - cames from phoenix
Stun isnt unique
Ult that is a gun we already had jett and chamber
E is an almost passive ability that have fuel like jett + viper. U can do that with every agent btw
Depending on how stupid and biased u are u can associate an agent with just about any other

all initiators have 3 basic things in their kits, spotting or identifying(dart-drone-prowl), debuffing effects(blind-deaf-cancel), and damaging(molly-aftershock-decay). Fade and Sova don't go beyond that.
Skye has heal, buts that's an old mechanic, and kayo resurrect is similar to phoenix ult, but still unique.
New agent goes beyond those 3 things and is not just an extra mechanic like skye or kayo have, cause he has abilities that can do actions(1), and be picked up from the ground to get indefinitely many recharges(2), no other agent shares those 2 mechanics. So he has 2 extra and unique mechanics over the basic initiator kit. The first to ever do so
