So they just announced that Champions will have 16 teams as usual but since there are only 3 leagues how do we split it?

I think they will put it like this : The top 4 teams from each league : 12

For the rest i can think either that China gets that extra 1 slot OR the region that won the Masters gets them an extra slot for Champions, example:
Let's say that a team from APAC won the Masters, the league APAC is granted extra spot for Champions by making both finalists of the Last Chance Qualifiers gets the slot for Champions, so Americas LCQ sends 1 team, EMEA LCQ sends 1 team, and APAC LCQ sends 2 teams and there you have the 16 teams for it.

yeah this will be really good, just like the 2021 tournaments where M3 winners got a direct champions slot, and other teams were doing regular circuit points.
Also, the points system should be a little more valuable. Like for 2022, the team that won a masters or atleast got finals were easily awarded like way too many points with very little incentive to win another tournament or the possibility of another team taking over, for example FNATIC vs Acend vs Gambit in 2021, where Fnatic was praying for Gambit to win the finals and the entirety of NA cheering for ENVY for TSM to get a slot at LCQ. Shit was really fun.

Champions is the end of the 2023 season, the winners of ascension this year won’t be in the league until 2024
