Why doesn't riot just split NA and SA? Why didn't they also split up APAC into APAC north and APAC south? does riot really need the richer regions to subsidize the poorer regions?

In 2013, LoL only had five leagues. It now has twelve, so maybe Riot has the same plan with Valorant and will eventually expand the number of leagues as necessary?
