Can't really do that, no big leagues outside Europe and no can't mix clubs with world cup

maybe, but, for example.

Libertadores isnt that big for europeans fans, but is really big for south americans fans. and both give spots to WC teams

Ok so we've got LCS (but with South America too), LEC and an Asian league combining all the countries. 10 big orgs with a lot of fans from every region get chosen by Riot for a 4 years partnership (Basically franchised teams but they don't own the spots like in Lol, after 4 years if they don't do well Riot can kick them out so it doesn't happen like in LEC full of teams no one cares about and are just holding the spot like Astralis for example).

These leagues will also have a spring and summer split like in LOL, the winners of the first split are probably gonna be going to masters 1 and the second split for masters two, and then earn points for champs like already happens currently.

Then you've got regional leagues like in LOL but all around the world, this one can even be accessed from tournaments organized from the client in the game (Like a tournament mode or something). The winners of these leagues will compete in a sort of European Masters where every year the winner will be added to the main league (LEC) with a 2 years contract, adding teams until they get the leagues up to 14 teams per league. That way they will get to a point where every year 1 team will finish their contract and the winner of that year will get in.

idk if it's clear enough

The teams who have been selected for franchising will automatically be at international lans? While the t2 scene will need to make their way through a challenger like system to reach lan no?

Um, if by international LAN's you mean the leagues which will be played in LAN then yes, exactly what you said. If you mean Masters/ Champions no, they will have to win the league for that
