VRL for non franchised teams

I personally want VRLs to be there for every sub region with promotion & relegation system. Like, the global events will have teams coming from franchised leagues and 1 or 2 from the VRLs.
Or, no promotion relegation and just completely different global events for VRL teams from across the world.
This would definitely solve the problem that there are too few events in the year.
Thoughts?

I agree VRL’s should be around the world, but tbh they are gonna be sort of franchised too, clubs need security
