More Superteams?

So we all know with franchising, a lot of teams and players will be cut from competition
But, I'm wondering how this will affect the rosters of these franchised teams.
Are we going to see teams poach more high value players from Orgs that aren't franchised and invest more money considering there are only so many player slots in a league
Essentially what I am asking is will we see more superteams?
Ex. Will players like Bdog, Cryocells be picked up from orgs of less notoriety if they don't get picked for franchising
(Please take these examples lightly as they are theoretical)

what do you think? T1 players will stay in T2 teams or hwat? wtf?

I don't think someone like Steel should be Tier 1
But in no case is there any sign of T1 dropping Steel
Obviously they'll have more options as franchising comes along
But orgs like Sentinels are stubborn and not willing to change so quickly

It will even out, franchising is a long term plan for Rito, maybe some teams might really suck at the beginning but Riot will be the owner of the spots, so if a team shows no real interest in improving, or simply can't, then they will most likely be kicked out eventually
