optimization terrible after the update

Granted, i did reset my PC just before the update so i don't know what is exactly causing this

The FPS is randomly dropping to 0 and the ping is spiking crazy in Hong Kong servers. Anyone else having this problem?

my ping is really inconsistent and my FPS keep dropping
