I think he meant from a player's perspective: you should aim for the franchise cause you will get financial stability and the orgs will be paid to compete on the league, so orgs will always look for the best players to keep their spot inside the franchise

I don't quite get it about franchising.
But im pretty sure rossi is not 100% correct too.
There's no way franchising league will be above VCT Champions in hierarchy. I can see them above master, but not champions

i think there's separate masters/champs for leagues and tier 2

It's in terms of the importance to the players I think. You want to get onto a team in the league as that gurantees you will get a pretty decent salary, as well as consistently getting to play against the best. I have a feeling their might be open quals for masters as well in some shape or form based on what he saying.
