Pretty sure ur taking his points out of context. Other regions are a bit behind especially in mid rounding. There are other things they are behind too. If you cant see that Idk what to tell you. Im sure the regions got better too but they are not as good as EU yet
for example I dont think a SA or APAC team besides DRX and Kru has ever beaten an eu team. And even then they have losing records against EU and even maybe NA
