Yeah they look off in certain aspects, so does every team in NA. They are coming from a long break and they dont pracc as much as the other teams too. Eventually they will be back at their best.

C9 is only solid NA team atm imo, maybe XSET but I haven't watch any game of them this year :)). 100T with Nitr0, Steel were also solid but they're down bad this year
