KAYO will be kinda op now

• FLASH/drive windup telegraph reduced 0.5s -> 0.3s
• FLASH/drive windup telegraph reduced on Right Click 1s -> 0.3s
• The audio attached to the FLASH/drive in-flight projectile has been removed
• NULL/cmd (Ult) no longer stops pulsing when downed

It was too weak b4 so yeah it makes sense

We literally all said he would be op in his previous state stop assuming how they will fit into the meta his flashes at least are usable now and his ult is also worth the 7 orbs now he seems pretty decent now.I will still be surprised if anyone plays kayo.
