CR is just the 2nd seed, we are yet to see Zeta who will [I hope] play better than Crazy Raccoon.
I agree that maybe Japan should get 1 slot only but people already saying Japan is shit region when we are yet to see first seed.

They are indeed the weakest region but they have a huge fanbase. I don't think Riot would give up on that
