idk what you are trying to say here, they are required to learn it at school, but in some asian countries you just dont need english to live your life, so they dont get any practice outside of school.

they are required to learn it just to pass the exam in school and passing the exam doesnt mean proficiency, moreover after they graduate if they never have the chance to use english again they will forget it
