Do what something you’ll enjoy doing as career. yes money is an important factor in it, but if you chose the path
and end up dreading or unfilled with the work even though the pay is great will you really be happy? There’s also the possibility of switching to business admin major and teaching later down the line after spending time in that field. A lot of my high school teachers had pretty solid careers in their field and were there for a bit and later down the line they switched to teaching because they had a passion for it despite not making as much as they did.

The question of becoming a teacher is very dependent on your location, but it can be more fulfilling than an HR position, if you have a passion for education.

If you're in an unfavorable location for teaching, HR is absolutely the way to go. You'd get opportunities for decent pay earlier in your career, and also the ability to climb corporate ladders and switch to administrative leadership positions in the mid/latter part of your career (something that teaching will take many years considering the seniority play).
