Doubt there is a big market for that. Twitter is ideal with videos and quick news, which is basically two important factors for sharing in football. If you niche it down to a club-site it can be interesting

most definitely yes but i feel like such a website if made popular would be really really better than current scene where there is either only score and analysis or forum no integration between the two

There are plenty of forums for sports like football - People used to build them using phpBB but most of the modern ones use Xenforo or Invision. These usually sell subscriptions to users which gives them colored usernames and shiny titles - if the forum is popular then the money from these subscriptions is usually enough to offset the server costs. Most of the smaller ones eventually moved to Discord servers.

There are open source forum softwares such as MyBB - there might be more now. I wouldnt use these if the project emphasis is on coding though - because these software come with inbuilt features - you just need to plug them. You can build your own management system with login, profiles and boards aswell which would be free but will require coding it yourself.
