if u watch the video muted and just look at the images u will get it, but its basically talking about that heretics is supposedly getting the chance to acquire new players and there has been speculations about other teams doing the same. Also its talking about possible free agents players like havoc or yay and teams with interest in acquiring new players like Karmine Corp, MIBR, Sentinels, etc...

I would predict that its part of the Emergency Roster Lock Exception (4.1.8 in the VCT23 Roster Construction Rules), caused by what happened with Zeek.

It's at the League sole discretion so I doubt other teams will get to take advantage, would be a case by case basis.
