why CS fans say valo is random?

everyone say valo is random and CS is much more skill gap between teams but I watch CS major and see these “T2” teams doing better than T1 team. Imo this better to watch but I don’t understand why some people say it

Before valorant scene was developed teams would play very puggy. Now a good team is much more strategic and has depth to their playstyle except for pearl. But yeah before bad teams could diff great teams off horrible aim days for the good teams. Now its not as common, good teams would lose to good prep and bad vetoes.
